Chapter One: Introduction

1.1 Background of the Study
Public trust is a cornerstone of governance, influencing citizen compliance, policy support, and societal harmony. In Maiduguri LGA, Borno State, years of insecurity and administrative challenges have eroded trust in government institutions. Public Relations (PR) serves as a vital tool for restoring this trust by fostering transparent communication, promoting government initiatives, and engaging citizens in decision-making processes. Through strategic campaigns, PR can rebuild confidence, strengthen the government-citizen relationship, and enhance institutional credibility in Maiduguri.

1.2 Statement of the Problem
The decline in public trust in government institutions in Maiduguri LGA has hindered effective policy implementation and community cooperation. Despite efforts to improve governance, a communication gap persists, exacerbating mistrust. This study explores the role of PR in bridging this gap and enhancing public trust in government institutions.

1.3 Objectives of the Study

  1. To examine the impact of PR strategies on public trust in government institutions.
  2. To identify key PR approaches for fostering transparent communication in Maiduguri LGA.
  3. To evaluate challenges in implementing PR campaigns aimed at rebuilding trust.

1.4 Research Questions

1.5 Research Hypotheses

  1. H0: PR strategies do not significantly influence public trust in government institutions.

  3. H2: Addressing PR challenges enhances its role in trust-building initiatives.

1.6 Significance of the Study
This study highlights the importance of PR in fostering trust between governments and citizens. It provides actionable insights for policymakers, PR practitioners, and community leaders in Maiduguri.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies aimed at enhancing public trust in government institutions within Maiduguri LGA, Borno State.

1.8 Operational Definition of Terms

  • Public Trust: Confidence citizens have in the competence and integrity of government institutions.
  • Public Relations (PR): Strategic communication practices aimed at improving perceptions and relationships.
